The Department of Finance issues circulars and confidential circulars from time to time setting out practice for Departments on matters for which the Department of Finance has responsibility.
These circulars cover many subject areas for which the Department has responsibility, including various personnel and remuneration concerns, such as pay and allowances, leave, career breaks, confined competitions, etc..

Annual Leave 1 - existing general instructions regarding annual leave, inclusive of legislative changes arising from the coming into force of the holidays provisions of the Organisation of Working Time Act 1997 (referred to from now on in this Circular as "the Act"), which apply to non-industrial civil servants.
Extra Attendance - To consolidate and clarify, in this Circular, existing general instructions regarding the arrangements for compensating extra attendance by members of general service grades up to and including Higher Executive Officer and of equivalent grades common to two or more Departments.
