The advent and development of administrative budgets in the civil service, the implementation of EU Directives and the internationalisation of the consultancy industry have changed both how and why Government Departments use consultants. The level of expenditure by the civil service on external consultants and the number and variety of tasks for which they are engaged has increased in recent years.
